What is it with ponchos?

Isn't a poncho a big plastic thing (Often made from a garbage bag with holes cut in it) To keep the rain off?

Capelets are another oddity, but they're not so fricken omnipresent as ponchos.

Explain.

Ponchos are for people too cheap to buy/afford a decent rain-resistant hooded jacket- OR for people who walk/work in the rain in places where the poncho will get roughed up/torn/etc...no reason to tear up a nice jacket doing an everyday job in the rain.

Ponchos are a bit last year if you ask me. I wear capelets because I don't like wearing a full on shawl at work. It looks like I'm wearing a blanket. I'm always cold so the capelet covers the shoulders to keep warm. It's a practicality issue for me, not so much a fashion statement. I'm just effing cold all the time.
