These days round-trip tickets are actually cheaper than one-way. You just have to buy a round trip and only use half of it, be sure to use the first half of the trip though, otherwise they cancel your ticket.
Also, Atlanta is the base for Delta airlines, so almost all eastern flights on Delta lay over in Atlanta because they have more planes leaving from there plus more crew etc. Baltimore is the hub for US Air I believe, so there are a lot more flights leaving from there.
