Does being in good standing with the better Business Bureau mean that the BBB actually has a clean track record for the company, or does it just mean that no one's ever bitched about them?

Not necessarily. It depends on whether the BBB starts a new company's ranking at "good" (no complaints) or "neutral" (no complaints, but no praises either).

As far as I know it means that no complaint against a BBB member company has ever resulted in an action against them.

I found NY's BBB. It says something along the line of not generating a complaint in a certain time period yadda yadda.
