What does one do if one doesn't know the name and contact information for the owner of the property?

I talked to Mr. Disch today, and everything he had to say comes down to the point that he can't act without the owner's authorization. I asked for their name and contact info but he wouldn't give it to me, saying that I only deal with him, not the owner.

He said that we don't have the lease yet because he was waiting for the lead paint certificate to come back so it could be sent along, and that it will be in the mail tomorrow. Okay, fair enough. This is the first opportunity I've had to mention not having the lease so I'm giving it til next Friday, which I think is being rather generous considering that it's coming from within Baltimore. It's a legal issue, but it's not a health or safety issue.

Now, as far as not having the contact info for the owner, would I address correspondence to "Owner: (street name/number) care of the management company?" Or something else?

Does anyone know whose ass this would all fall on- the realty company who acts on behalf of the owner, the owner his/herself, or both?
